Open Question: what is a goood photo editor for many things?

i want a photo editor that does so many things (: for sure a fixer of grainy photos - a brightener upper - making pictures plack and white in some parts... and for kind of scrapbooking stuff. and like many other creative things that fix and edit photos. any suggestions .. ?
